SC Orders Heightened School Patrolling and Cab Checks After Delhi Rape Cases

The Supreme Court has mandated increased police patrolling near educational institutions and strict verification of cab drivers across Delhi-NCR following recent sexual assault cases.

The Supreme Court has ordered an immediate intensification of beat patrols around schools, colleges, universities, and coaching centres across the Delhi-National Capital Region, alongside strict background verification for all drivers operating public transport and app-based aggregators such as Ola and Uber.

The directives form part of ongoing suo motu proceedings initiated by the top court following a spate of high-profile sexual assault cases in the capital, including the gang rape of a minor near a public park. The court emphasized that preventive policing must translate into tangible ground visibility rather than remaining confined to administrative paperwork.

A bench comprising Justices J.B. Pardiwala and K. Vinod Chandran directed authorities to enforce mandatory verification of drivers and assistants working across government and private buses, autorickshaws, and taxi services. Vehicles must visibly display the photographs and verified credentials of drivers to passengers, with unauthorized substitution or sub-letting carrying penalties of vehicle seizure and immediate suspension.

Invoking the foundational principles of urban policing theory, the bench noted that unaddressed civic decay—such as broken streetlights, unmonitored dark stretches, and non-functional closed-circuit television cameras—collectively signals a lack of state vigilance that emboldens anti-social elements. Consequently, the court ordered a comprehensive crackdown on unauthorized liquor vats and eateries illegally serving alcohol, which often serve as focal points for loitering and harassment.

To ensure emergency responsiveness, the judiciary called for a joint report from the Delhi Police Commissioner and the Chief Secretary of the Delhi government regarding the operational status of dedicated control-room command centres or war rooms. These cells are expected to integrate vehicle-tracking systems and emergency SOS alerts with real-time field deployment protocols.

Holding top bureaucracy strictly accountable, the bench warned that the Chief Secretary and the Police Commissioner will be held personally answerable for any implementation lapses. Both officials have been directed to submit formal compliance affidavits by November 6, detailing the execution of the court's safety mandates.

The judiciary made clear that while executive powers must remain strictly within legal bounds, administrative apathy toward women's safety in public spaces will no longer be tolerated. The matter returns to the bench for review upon submission of the compliance reports next month.
