The National Payments Corporation of India has delayed the implementation of merchant discount rate fees on select Unified Payments Interface transactions until after Diwali, moving the timeline away from the peak festive shopping season. The decision, finalized by the organization's UPI and Services Steering Committee, was communicated through an official notification on Tuesday.

The regulatory shift directly impacts major digital payment gateways and financial technology entities that had anticipated an earnings boost during the upcoming festive quarter. The proposed fee structure, which targeted select person-to-merchant transactions above ₹2,000, was initially scheduled to take effect on October 15.

Financial markets reacted swiftly to the announcement during Monday's trading session. Shares of prominent fintech firms experienced sharp intraday declines before staging a recovery. One 97 Communications, operating under the Paytm brand, dropped nearly 7 percent to touch a low of ₹1,571 on the National Stock Exchange before paring losses to trade down less than a percent at ₹1,673.90 later in the afternoon.

Other listed payment solution providers mirrored this trajectory. One MobiKwik Systems and Pine Labs faced early selling pressure, sliding up to 4 percent in intraday trade, before recovering ground as the National Payments Corporation of India clarified that the fee framework would be enforced immediately after Diwali on a date to be announced separately.

Retail trade associations had expressed concerns regarding the impending rollout during the core festival shopping window, pointing to potential administrative friction at store checkouts. Industry representatives noted that altering payment processing charges during peak footfall periods could complicate billing reconciliation and system adjustments for merchants.

Payment service providers and institutional investors have closely monitored policy developments surrounding transaction monetization. Market analysts point out that while the delay postpones anticipated revenue streams for payment operators, the structural introduction of merchant fees remains under active preparation for implementation later in the financial year.

The revised schedule leaves market participants awaiting further circulars from payment regulators regarding the exact enforcement date post-Diwali. Digital transaction volumes across domestic retail channels continue to record heavy daily traffic as festive demand gathers pace across major urban centers.
