Karnataka Bars Banks From Using Gruha Lakshmi Funds For Loan Repayment

The Karnataka government has instructed financial institutions not to adjust the monthly ₹2,000 Gruha Lakshmi welfare assistance against outstanding loan dues.

The Karnataka government has directed all commercial banks, regional rural banks, and cooperative institutions to stop adjusting the monthly financial assistance provided under the Gruha Lakshmi welfare scheme against outstanding loan instalments or interest dues. Financial institutions have also been ordered to immediately refund any money deducted from beneficiaries' accounts without explicit written consent.

Additional Chief Secretary and Development Commissioner Uma Mahadevan issued the strict instructions following formal communications with the State Level Bankers' Committee convenor. The executive order mandates that all banking networks must establish technical safeguards to prevent automatic debits on the ₹2,000 transfers and issue explicit guidelines to branch-level personnel.

The policy intervention follows representations made by Dinesh Gooligowda, Member of the Legislative Council and State Vice-President of the Guarantee Schemes Implementation Authority. Authorities noted that numerous women recipients across districts had lodged complaints stating that commercial lenders and microfinance entities were promptly sweeping incoming welfare deposits to clear legacy arrears.

Launched as a flagship social security measure, the Gruha Lakshmi scheme deposits ₹2,000 monthly into the bank accounts of over 1.24 crore women heads of households in the state. State officials emphasized that siphoning these funds toward debt recovery defeats the fundamental objective of the initiative, which is designed to provide a financial safety net for daily household sustenance and children's education.

District administrations had earlier flagged similar concerns during recent District Level Bankers' Review Committee sessions. In response, the government has instructed zilla panchayat chief executive officers to monitor accounts closely and ensure compliance at the grassroots level.

The State Level Bankers' Committee has been formally directed to submit a comprehensive action-taken report detailing institutional adherence and the reversal of unauthorized deductions. District authorities retain instructions to monitor grievance redressal channels as banking institutions overhaul their automated debit protocols.
