BDA Chief Outlines Traffic, Housing and Planning Goals for Bengaluru

Bangalore Development Authority Chairman N.A. Haris addressed a wide range of civic concerns during a public interaction programme, outlining the agency's upcoming infrastructure agenda, environmental mitigation measures for transport projects, and stricter enforcement regarding layout allotments.

The discussions focused heavily on urban mobility and transit corridors intended to ease congestion across the metropolis. Officials stated that tender documents for Packages 2 and 3 of the first phase of the Peripheral Ring Road, officially renamed the Bengaluru Business Corridor, have been approved by the board and will be issued shortly. Work on Package 1 of the 73.4-kilometre ring road project is already underway to divert through-traffic away from core urban areas.

Addressing environmental concerns surrounding the Hebbal short tunnel project in north Bengaluru, the BDA chairman noted that out of 1,128 trees marked along the planned alignment, only 56 are slated for felling. The remaining 1,072 trees are scheduled for transplantation, pending final clearance from the statutory Tree Committee.

On the housing front, Mr. Haris indicated that the authority is actively reviewing vacant properties distributed across its layouts. Discussions are underway with the state administration to implement rules allowing the authority to repossess sites if allottees fail to construct residential units within four years of allotment. The move aims to curb speculative holding and accelerate residential development in newly formed extensions such as Dr. K. Shivaram Karanth Layout.

The administration also renewed its push for administrative consolidation. Mr. Haris advocated for restoring the BDA as the exclusive planning authority for the expanding urban center, mirroring its historical jurisdiction to ensure uniform spatial growth.

Further policy shifts involve commercial competition and regulatory oversight. The authority has launched construction on high-end residential apartments priced to compete with private developers, while its grievance redressal mechanism has transitioned to a digital format designed to process complaints within a 30-day window. BDA representatives confirmed that upcoming tenders for peripheral connectivity packages will proceed following land acquisition clearances on designated stretches.
